A stylized skin shader that works only in Eevee unfortunately. The custom node accepts diffuse, roughness, specular (you just need to invert the roughness), normal, bump and alpha maps. The maps used in the reference image are not included. You can open the node with TAB and customize how it reacts based on what you want to achieve. I tuned the node for my scene so probably won't work as it is in most scenes. It could also be used for other surfaces with some tweakings (the clothes in the image use the same shader). The outline is achieved with a simple inverted hull or with the freestyle filter.
